How it is taxed

Citizenship by Naturalisation for Exceptional Services by Direct Investment (former golden passport / MEIN)
Status: terminated. TERMINATED. CJEU Grand Chamber ruled 29 Apr 2025 (Case C-181/23) the scheme breaches EU law (Art 20 TFEU, Art 4(3) TEU). Act XXI of 2025 (published 24 Jul 2025) repealed the investor-citizenship provisions. No live investment route to a Maltese passport in 2026. MPRP residency program remains active but does NOT lead to citizenship.
